England: Department for Education consultation about national primary assessment

Here is a piece in Schools Week re an official government consultation with the suggestion that national primary assessment at the end of Key Stage 1 (for seven year olds) may be abolished. This is a major issue for those in England:

Primary assessment consultation: The 5 key proposals

Education secretary Justine Greening has this morning announced a consultation on a raft of primary school assessment changes – including scrapping SATs for seven-year-olds.


The consultation will run for 12 weeks, and is expected to be published later today.

Announcing the launch of consultations on primary assessment and the recommendations of the Rochford Review.

The Rt Hon Justine Greening MP

Last October, I made a statement to Parliament about the primary assessment and accountability system in England. In that statement, I reaffirmed the importance of a good primary education, and particularly the importance of mastering the basics of literacy and numeracy, to ensure that every child is given the best chance to succeed in life, whatever their background. I also recognised that we must move to a settled system which is ambitious, supports teachers to help every child to reach their potential, allows schools to benchmark their own performance, and enables them to be held to account in a way that is fair and accurate.

Since then, we have taken a number of steps to improve the operation of the assessment system. We have worked with the teaching profession to produce new guidance for the moderation of teacher assessment, to improve the quality and consistency of that moderation, and we have provided additional training for local authority moderators. We have also taken steps to improve the test experience for pupils this year.

Primary school pupil assessment: Rochford Review recommendations

Overview

This consultation seeks views on the recommendations for assessing pupils working below the standard of the national curriculum tests.

Why We Are Consulting

A proportion of pupils haven’t completed the relevant programmes of study when they reach the appropriate age for statutory assessments, and are therefore unable to sit national curriculum tests. This is a diverse group, with above average numbers of pupils with special educational needs and disabilities (SEND), pupils from disadvantaged backgrounds and pupils with English as an additional language. It’s crucial schools support all children to achieve their potential.

Through this consultation, we aim to establish an appropriate means of assessment that allows these pupils to progress to the mainstream forms of statutory assessment if, and when, they are ready.
