This is a good article but what a missed opportunity to give a name to the two essential processes to being a reader in the full sense - the Simple View of Reading (Gough and Tunmer, 1986) - a model of understanding reading widely accepted in the research community and recommended in Sir Jim Rose's world-renowned independent national review in England in 2006:

This link takes you to Sir Jim Rose's report - so central to official changes in England from a multi-cueing 'searchlights' reading strategies approach to an 'understanding' of the two main processes required to be a reader - the technical ability to lift the words off the page, and the language comprehension (spoken or 'listening' comprehension) to understand the words that have been lifted:
