The introduction of Reading Recovery is not the answer for children who are struggling more than others to read and spell. Reading Recovery is designed on the basis of methods which have been shown to damage children's reading habits (multi-cueing word-guessing).
Anne Glennie has flagged up this item about one boy's struggles and his mum's fight to challenge the state of affairs in South Ayrshire. This is all related to teachers not being informed or trained well enough in research-informed reading instruction.
The problem which I highlight over and again is that it is chance as to 'what' information (or misinformation) teachers receive and it is chance as to what reading instruction children receive - but it should not be like this.
